Can anyone guess what the significance of this seemingly insignificant post is?

Quite a few of those have been put up around here in recent years, although the ducks crossing signs are the funniest. Whoever made them at the council certainly wasn't an artist, or thought ducks bills were cigars!

I hope it's a speed limit, or a warning about ducks, toads or frogs. But my suggestion is that it's a speed camera warning!? xxPM
